What was our approach?

We carried out a comprehensive legal and regulatory gap analysis of the institution’s CDD and KYC framework. This involved:

mapping the relevant provisions from the EU AML Directives, EBA Guidelines, and the Wwft;
translating these into operational compliance requirements; and
identifying the specific documents, processes, and monitoring mechanisms that the institution must have in place. By linking each regulatory requirement directly to concrete compliance actions, we created a clear bridge between legal obligations and day-to-day execution.

What was the challenge?

A European payment institution needed to demonstrate compliance with regulatory expectations in order to secure and maintain its license to operate. Supervisors across the EU, including the Dutch Central Bank (DNB), require robust CDD/KYC frameworks as a condition for granting and retaining authorization.

The challenge was to assess whether the existing CDD, KYC, and Transaction Monitoring policies and procedures were sufficiently aligned with the requirements set out in the EU AML Directives, the EBA Guidelines, and the Dutch Wwft. Any gaps or shortcomings could have delayed the licensing process or, in the worst case, jeopardized the institution’s existing authorization.

We delivered an EU- and Netherlands-aligned Wwft framework that provides a one-stop overview of compliance obligations. For each article and sub-article, the framework highlights: the underlying legal requirement, the key compliance expectation, and the necessary action points.

This outcome enabled the payment institution to (i) demonstrate to regulators that it meets the licensing conditions, (ii) evidence that its CDD/KYC/Transaction Monitoring framework is fully embedded, and (iii) safeguard its regulatory license to operate across Europe.

The framework also serves as a practical compliance manual, reducing regulatory risk and strengthening supervisory trust.
